How Can $100 Be Used to Increase Bike Commuting?

The TBC Top Mileage Winner, Jeffrey Alexander logged 1113 miles during the 2006 TBC. Wow! He logged so many miles by commuting to work in Goleta and then also taking trips from Santa Barbara to UCSB, sometimes several times a day. He also committed to taking his bike for most of the errands he needed to run in June.
Jeffrey is not interested in keeping the $100 he won for himself. Instead, he would like to work with all of you to come up with a creative way to re-use the $100 awarded to him to help more people keep riding into the summer and beyond. He's especially interested in helping people commute longer distances, for example, from Ventura to Santa Barbara or Pismo Beach to Santa Maria.
What are your ideas? How should Jeffrey spend his $100 big ones?

My first thought for a way to spend the $100 would be to buy some CO2 emission credits. But after reading a bit further I think a good way to help promote more bike commuting would be to buy a few fix-a-flat credits (maybe 5 or 6) at local bike shops. Then tell the bike shop employees that they could issue those credits to customers that announce they are bike to work commuters and need to have a flat repaired.
You might want to buy bike lights for the infrequent riders at your company to encourage them to bike when the days get shorter. It never gets too cold in Santa Barbara to bike, but many folks stop when December hits and it is dark by 5pm. I think anyone who can ride a bike can learn to fix their own flat. Most bike shops in town are not even open during normal commute hours.
